POST api/ValueCard/Busi/Lock/Single

一次操作一张储值卡，对其进行冻结的API接口，冻结后，储值卡将失去消费能力（不能用来支付）。这个操作只能由系统的操作人员发起，不能由客人自主通过手机发起。
