GET api/Servo/Broadcast/Event/GetList
检索当前需要置入到队列的播报内容，总是最多返回一页，一页一般是10条。以复杂类型返回(CommonOperationResultWithTag(V_EcoCar_BroadcastDataTable))。 需要判断返回值，返回值errcode=0表示成功，tag值中返回需要播报的内容。
